Centre is looking to upgrade its facilities and expand the usable area of its current
six building complex. The federal funds used in this project will support these plans
and encourage continued economic development in downtown Manitowoc. The Civic Centre
enjoys broad local support, and this request has been endorsed by Manitowoc Mayor Kevin
Crawford.
Village of Clyman

EPA / STAG Water and Wastewater Infrastructure Project account for wastewater treatment system
improvements for the Village of Clyman, Wisconsin. The funding would be used to abandon and relocate
the Village's 40-year old wastewater treatment plant and bring it into compliance with state and
federal requirements.

645 Light Weight Tactical Utility Vehicles. This vehicle will be manufactured at John
Deere Horicon Works in Horicon, Wisconsin. The Light Weight Tactical Utility Vehicle,
better known as the M-Gator, is a rugged, air-droppable, highly mobile diesel-powered
tactical vehicle to expedite casualty evacuation and resupply activities. They have
been heavily utilized during Operations Iraqi Freedom and Enduring Freedom and in
Afghanistan. This request is consistent with the intended purpose of the Department
of Defense, Army Operations and Maintenance account.
Experimental Aircraft Association, Inc. (EAA)

Agencies Appropriations bill, Community Development Account, Economic Development Initiative
for site improvements to the EAA's AirVenture facility where the annual AirVenture Oshkosh
event is held in Winnebago County, Wisconsin. AirVenture brings together hundreds of thousands
of enthusiasts as well as aviation vendors and government agencies and generates approximately
$110 million in regional economic impact.
In addition to bringing the aviation community together for its annual event, the EAA helps
to foster a business climate which sustains several aviation-related jobs. Combined, these
activities augment local tax collection benefiting the wider local population. The site
improvements anticipated by this request will enhance EAA AirVenture's ability to accommodate
additional participants and further the benefits it provides to Winnebago County.
City of Fond du Lac

for demonstration projects related to one of the core missions of CMS, including
improving access to health care and access for low-income and uninsured individuals.
The federal funds will be used to expand Fond du Lac County's Save a Smile Program,
which provides dental care to Medicaid eligible children. The lack of dental care
among children is a national problem and the Save a Smile Program is a new innovative
approach to remedy the situation that may serve as a model for the rest of the country.

compliance with state and federal requirements. The Heart of the Valley Metropolitan Sewerage
District encompasses the communities of Kaukauna, Little Chute, Combined Locks and Kimberly and
the Darboy Joint Sanitary District of Wisconsin.

separation and come into conformance with Environmental Protection Agency discharge standards.

Account, for Lakeshore Technical College. The FIPSE account provides funds for projects that
focus on improving access to, or the quality of, postsecondary education. The federal funds
will be used to support the development of new programs and certificates in sustainability,
renewable energy, energy management, solar power and photovoltaic installation, composites,
and other relevant disciplines. These programs will be based on the needs of local industry
as determined through program advisory committees, direct business requests, and relevant
projections. These programs will expand on Lakeshore's current initiatives to retrain
American workers with the skills necessary to succeed in the green workplace.

for projects that focus on improving access to, or the quality of, postsecondary education. The
federal funds will be used to establish a collaborative abilities-based Master's Program in
Nursing Education. The establishment of this program is designed to address the shortage of nurse
educators, thereby expanding opportunities for students to get degrees in nursing. This will
address a national and statewide need for nurses as identified by Wisconsin's Department of Workforce
Development.
Military Veterans Museum Foundation, Inc.

Agencies Appropriations bill, Economic Development Initiatives account for construction of a
45,000 square foot state of the art educational facility attached to the existing "Fields of
Honor" Military Veterans Museum in Oshksoh, Wisconsin. It would be located on a 10 acre tract
a half mile south of the Experimental Aircraft Association grounds (Wittman Regional Airport)
overlooking Highway 41. It will contain displays of artifacts and memorabilia ranging from the
Revolutionary War to the present; a multi-faceted Educational Center including a library, art
gallery, 80 seat theater and an audio/visual center; administrative offices; and banquet rooms.
It also will provide a unique gathering place for veterans and school groups, and become a showcase
attraction for the area and aid the economy. A 5% match is required by the Military Veterans
Museum Foundation, Inc. in order to receive the allocated money.

University of Wisconsin Oshkosh

of Energy, Energy, Efficiency, and Renewable Energy (EERE) account for the University of Wisconsin
Oshkosh's Anaerobic Dry Digestion Facility. The EERE account provides federal funds to strengthen
the United States' energy security, environmental quality, and economic vitality in public-private
partnerships. UW Oshkosh, in cooperation with several private corporations and public entities,
will use the funds to establish a program for biomass recycling to be housed on the UW Oshkosh Campus.
This project is expected to both reduce organic waste sent to the landfill and produce alternative
fuels to replace fossil-fuel generated energy for campus operations.

The funding would be used for the construction and operation of the electric dispersal barriers in the canal
as well as a study to consider alternative approaches to prevent interbasin transfers of aquatic nuisance
species. Historically, the Great Lakes and the Mississippi River were separated naturally by a landmass, but
since the completion of the Chicago Sanitary and Ship Canal, aquatic species can move freely between the two
water systems. A temporary dispersal barrier (Barrier I) has been operating for nearly seven years, and
construction of a permanent barrier (Barrier IIA) will be completed this year. The funding would be broken
down specifically as follows: provide $5.0 million to operate Barrier I, complete construction of Barrier II,
and prepare designs for making Barrier I permanent. As authorized in Section 3061 of the Water Resources
Development Act (WRDA) of 2007, $2.275 million would credit the states that provided non-federal funding for
Barrier IIA. Lastly, $500,000 would continue the Aquatic Nuisance Species Interbasin Transfer Study which is
also authorized in Section 3061 of WRDA 2007.
U.S. Army Engineer District, Great Lakes & Ohio River Division (Great Lakes Fishery and Ecosystem Restoration)

under the Great Lakes Fishery & Ecosystem Restoration program. The funding will be used in coordination
with other federal, state, and local agencies and the Great Lakes Fishery Commission to plan, implement,
and evaluate projects supporting the restoration of the fishery, ecosystem, and beneficial uses of the
Great Lakes. A range of aquatic habitat restoration projects can be done under this program including
riparian habitat and wetland restoration, dam removal to re-establish free flowing tributaries, fish
passages, and erosion and sedimentation control. This program is an important component of the Great
Lakes Strategy developed by the U.S. Policy Committee in 2000 as well as the 2005 Great Lakes Regional
Collaboration Strategy.

Action Plan (RAP) Committees. The funding would be used for RAPs to identify specific actions to
resolve pollution problems by coordinating with the Corps of Engineers in dredging and sediment cleanups.
Under the 1987 Great Lakes Water Quality Agreement, the United States and Canada agreed to develop RAPs
for each of the 43 internationally recognized Areas of Concern. This Corps of Engineers program authorizes
the Corps to provide technical support to states and local organizations in the development and
implementation of RAPs. Milwaukee Bay and the Menominee, Sheboygan, and the Fox Rivers would benefit
from this request.

Preservation account for the North Fond du Lac Rail Yard Overpass within the Village of North Fond du
Lac, Wisconsin. The funding would complete a study and begin construction of an overpass across the
Wisconsin Central Railyards. The rail/classification yard is the largest of its kind in the State of
Wisconsin and connects the rail operations of the Canadian National Railroad in Canada to the Gulf of
Mexico. The overpass would not only allow for the safe and efficient passage of rail traffic through the
community, but would allow for the delivery of essential services to the residents of the community. The
overpass would consist of a 532' bridge span across the yard and access ramps to the connecting roads on
both sides of the bridge structure. The proposed bridge structure would be supported by columns placed
between the six sets of tracks that now cross Lakeshore Drive. The two sets of warning gates could be
eliminated as all access to the crossings would be removed. The potential for a train/vehicle collision
would be totally eliminated. The cost of the project will be split 80% federal, 10% Village of North Fond
du Lac, and 10% Wisconsin Central Railroad.

in the corridor.
